The essence of the innovation is that upon receiving an alarm signal, the locking mechanisms in the basements activate automatically. Inside such safety zones, a basic survival kit is provided: drinking water, medical kits, primary fire-fighting equipment, and emergency lighting. Additionally, the status of the doors—whether they are closed or open—is duplicated using special light and sound beacons. While automation has not yet been installed everywhere, access to the basement shelters for residents is open at night—from seven in the evening to seven in the morning. Local authorities strictly monitor compliance with this schedule. Radmir Belyaev also urged Nizhnekamsk residents not to ignore homeowners' meetings. It is at such meetings that issues regarding the improvement of safety in yards and entrances are addressed, and without the active position of the residents themselves, it will not be possible to increase the level of protection.
