June 25 is a key date in the history of our republic. On this day, 106 years ago, all power in the young autonomy was transferred to the Provisional Revolutionary Committee of the Autonomous Tatar Soviet Socialist Republic (TASSR), led by Sahib-Garey Said-Galeev. This day is rightly considered the beginning of the practical embodiment of the new state status of our republic, proclaimed by the historic Decree of May 27, 1920. This event marked the beginning of the formation of republican authorities, the first of which was the Central Executive Committee (CEC). The ceremony of power transfer took place in the building of the First House of Soviets — the historic mansion of General Sandetsky, which now houses the State Museum of Fine Arts. Six years ago, on June 25, 2020, a memorial plaque was unveiled on the facade of the building in honor of the 100th anniversary of this significant event. If we look back at history, the process of forming the TASSR went through several stages. On May 27, 1920, a Joint Decree of the All-Russian Central Executive Committee and the Council of People's Commissars of the RSFSR was signed, defining the borders of the new autonomy. This document marked the beginning of a new stage in the history of the republic. The signatures under it were put by the Chairman of the Council of People's Commissars Vladimir Lenin, the Chairman of the All-Russian Central Executive Committee Mikhail Kalinin, and the Secretary of the All-Russian Central Executive Committee Avel Yenukidze. "In the Volga region, the peoples have always sought state support in studying languages and developing their culture, which resulted from serious discussions about the future structure of Russia," said State Council Deputy of the first to seventh convocations, Deputy Chairman of the Committee on Economy, Investments, and Entrepreneurship Marat Galeev about the prerequisites and events that preceded the signing of the Decree. "The key moment was the Decree of May 27, 1920, which opened the way for self-determination and created the foundation for the development of the peoples. The Kazan province was vast, and on its basis, where 54% of Tatars lived, the Tatar Autonomous Soviet Socialist Republic (TASSR) was organized, where the principles of equality of peoples and their native languages were proclaimed. Among the figures advocating for the creation of the republic within Russia were many well-known Tatar political figures. This period became one of the historical milestones, the start of the socio-political structure of the republic in which we live now." According to Marat Galeev, at that time proclaiming the equality of peoples and languages was only half the battle; implementing it turned out to be much more complicated. The times were difficult: after the Civil War, the country was in a state of hunger and devastation (1920–1923). "Despite the economic catastrophe, the Decree on the proclamation of the TASSR gave the peoples the opportunity for self-development. Executive authorities began to operate, and the Central Executive Committee was established," noted Marat Galeev. As Marat Galeev emphasized, the year 1990 is an equally significant historical milestone as 1920, when Tatarstan entered a new stage of its development. In the recent history of the republic, as back then, there were different views; however, the balanced policy of the universally elected first President, State Advisor of the Republic of Tatarstan Mintimer Shaimiev, aimed at harmonizing the relationships of all peoples, received support from the population. "Therefore, June 25, 1920, and August 30, 1990, can be considered as two key starting milestones in the history of modern Tatarstan," concluded the deputy. According to Maria Krasnova, head of the information and methodological department of the Organizational Management of the State Council Apparatus, a copy of the Decree on the formation of the TASSR and the Act of power transfer are kept in the museum of parliamentarism of the State Council. "On May 27, 1920, the Decree was signed as a legal act, and on June 25, it transitioned from the realm of law to the sphere of practical implementation when the powers of the provincial executive committee were transferred to the temporary Revolutionary Committee of the TASSR," she explained. The formation of the TASSR became a historic act of restoring statehood and played a decisive role in realizing the economic, political, and socio-cultural rights of all peoples living in the territory of Tatarstan. In a short time, a powerful industrial and scientific-educational base was created, which became the foundation for the modern successes of the republic.
