      The Kazan Interdistrict Environmental Prosecutor's Office clarifies that by the order of the Ministry of Natural Resources of Russia dated April 2, 2026, No. 184, standard contracts for gratuitous use of forest plots have been approved, namely:

      - standard contract for gratuitous use of a forest plot for agricultural activities;

      - standard contract for gratuitous use of a forest plot for the construction, reconstruction, and operation of linear facilities;

      - standard contract for gratuitous use of a forest plot for conducting religious activities.

      This order comes into force on September 1, 2026, and is valid until September 1, 2032.

      The Kazan Interdistrict Environmental Prosecutor's Office clarifies the responsibility for unauthorized peat extraction in water bodies.

      According to part 3 of Article 8.13 of the Administrative Offenses Code of the Russian Federation, illegal peat extraction in water bodies also entails the imposition of an administrative fine on individuals, officials, and legal entities. In the case of illegal peat extraction, liability in the form of a fine or administrative suspension of activities may also be incurred under Article 8.6 of the Administrative Offenses Code of the Russian Federation for land degradation.

      In the event of harm to subsoil or soils as an object of environmental protection during illegal peat extraction, the amount of property damage shall be recovered from the guilty party in accordance with Article 51 of the Subsoil Law, Articles 15, 1064, 1082 of the Civil Code of the Russian Federation.

      The obligation of individuals who caused harm to the environment as a result of its pollution, depletion, degradation, destruction, or irrational use of natural resources to compensate for it is also provided for in paragraph 1 of Article 77 of the Federal Law dated January 10, 2002, No. 7-FZ "On Environmental Protection."

      As a crime, illegal extraction of mineral resources may be classified under Article 171 of the Criminal Code of the Russian Federation as illegal entrepreneurship and entail punishment in the form of a fine, compulsory works, arrest, forced labor, and imprisonment. Depending on the circumstances of unauthorized peat extraction, the guilty parties may also be held liable under Articles 158, 255, 262 of the Criminal Code of the Russian Federation in the form of a fine, deprivation of the right to hold certain positions or engage in certain activities, compulsory works, corrective works, arrest, and imprisonment.

      The Kazan Interdistrict Environmental Prosecutor's Office clarifies that taxpayers of the water tax are organizations and individuals, including individual entrepreneurs, using water bodies that are subject to licensing in accordance with the legislation of the Russian Federation.

      According to the current legislation of the Russian Federation, only the use of underground water bodies is subject to licensing, carried out in the manner and under the conditions provided for by the Federal Law No. 2395-1 "On Subsoil."

      Organizations and individuals using water based on water use agreements or decisions on the provision of water bodies for use, concluded and accepted after the enactment of the Water Code of the Russian Federation, are not recognized as taxpayers.

      If an organization (individual, including an individual entrepreneur) uses water based on the relevant permits issued in the established manner, and this use is subject to licensing in accordance with the legislation of the Russian Federation, such organization (individual, including an individual entrepreneur) is recognized as a water tax payer.

      In the absence of the relevant permit for water use subject to licensing in accordance with the legislation of the Russian Federation, this organization is also recognized as a water tax payer.
