Putin signed a new law on blending for the domestic gasoline market.

      The president signed a law allowing the production of high-octane gasoline through blending. Vladimir Putin signed a law ensuring the domestic market with gasoline and diesel, which has already come into effect, reports "RIA Novosti." Now the government will determine the types of fuel permitted for circulation, and producers will be able to obtain high-octane gasoline by blending straight-run feedstock with other components. Such a product will be equated to fully produced automotive fuel, including excise tax in the final price. The volumes of blending will need to be documented within three months. The law extends the damping mechanism to blended production just like it does for the classic processing cycle. Specific authorized organizations, the list of which will be approved by the government, will be able to receive damping when importing finished fuel. Additionally, the deadline for modernization agreements for oil refineries investing more than one hundred billion rubles has been extended until the end of the year. The president reported that previously accumulated volumes have already entered the domestic market — reserves amount to 1.7 million tons, nearly at last year's level. The largest oil refineries are operating at full capacity, and the government-created headquarters is functioning around the clock. Vladimir Putin demanded to minimize the consequences of attacks on fuel infrastructure facilities.
