KIU Professor Ildar Begishev and Associate Professor Albina Shutova Present the Ethical and Legal Framework for Regulating Digital Technologies in Healthcare

      The scholarly work by researchers at KIU named after V.G. Timiryasov, titled “Developing the Ethical and Legal Framework for Regulating the Creation and Use of Artificial Intelligence, Robotics, and Bioprinting Technologies in Healthcare,” has been submitted for the 2026 State Prize of the Republic of Tatarstan in Science and Technology. A public discussion of this research took place during an extended meeting of the Academic Council of the Kazan Branch of the All-Russian State University of Justice (RLA of the Ministry of Justice of Russia). The study’s authors are Ildar Begishev, the project lead, Corresponding Member of the Russian Academy of Military Sciences, Honored Lawyer of the Republic of Tatarstan, Doctor of Juridical Sciences, and Professor at the Department of Criminal Law and Procedure of Kazan Innovative University named after V.G. Timiryasov, and Albina Shutova, Associate Professor at the Department of Criminal Law and Procedure of KIU, Candidate of Juridical Sciences. The presented research is Russia’s first comprehensive project aimed at establishing a unified system of ethical and legal regulation for artificial intelligence, robotics, and bioprinting technologies in medicine. The relevance of the work stems from the rapid integration of these technologies into healthcare, which outpaces the development of the legislative framework and creates risks for patients’ rights and medical safety.

      As part of the project, the authors have developed: terminological standards for new medical technologies; a system of ethical codes covering three interrelated areas of medical innovation; and a criminological analysis of the risks associated with the use of artificial intelligence, robotics, and bioprinting in healthcare. The research findings are already being implemented in practice by the Ministry of Health of the Russian Federation and the Ministry of Health of the Republic of Tatarstan, as well as by leading medical institutions in the republic. The work contributes to reducing legal uncertainty and strengthening the protection of citizens’ rights amid the digitalization of medicine. During the Academic Council session, the work received support from the academic community. Based on the results of a secret ballot, a record of the proceedings was drawn up and will be forwarded to the Commission under the Head of the Republic of Tatarstan for State Prizes of the Republic of Tatarstan in Science and Technology.
