Professor of KIU Ildar Begishev and Associate Professor Albina Shutova presented the ethical and legal foundations for regulating digital technologies in healthcare.
The scientific work of the researchers from the Kazan Innovative University named after V.G. Timiryasov titled "Development of Ethical and Legal Foundations for Regulating the Creation and Use of Artificial Intelligence, Robotics, and Bioprinting Technologies in Healthcare" has been nominated for the State Prize of the Republic of Tatarstan in the field of science and technology for the year 2026. A public discussion of this research took place at an extended meeting of the Academic Council of the Kazan branch of the All-Russian State University of Justice (RPA of the Ministry of Justice of Russia). The authors of the research are the head of the work, a corresponding member of the Academy of Military Sciences of the Russian Federation, an honored lawyer of the Republic of Tatarstan, Doctor of Law, Professor of the Department of Criminal Law at the Kazan Innovative University named after V.G. Timiryasov Ildar Rustamovich Begishev and Associate Professor of the Department of Criminal Law and Procedure of KIU, Candidate of Legal Sciences Albina Alexandrovna Shutova. The presented research is the first comprehensive project in Russia aimed at creating an integrated system of ethical and legal regulation of artificial intelligence, robotics, and bioprinting technologies in medicine. The relevance of the work is due to the rapid implementation of these technologies in healthcare, which outpaces the development of the legislative framework and creates risks for patient rights and medical safety. Within the framework of the project, the authors have developed: terminological standards for new medical technologies; a system of ethical codes covering three interconnected areas of medical innovations; a criminological analysis of the risks associated with the use of artificial intelligence, robotics, and bioprinting in healthcare. The results of the research are already being implemented in practice by the Ministry of Health of the Russian Federation and the Ministry of Health of the Republic of Tatarstan, as well as by leading medical institutions in the republic. The work contributes to reducing legal uncertainty and strengthening the protection of citizens' rights in the context of the digitalization of medicine. During the meeting of the Academic Council, the work received support from the scientific community. Following a secret ballot, a protocol was drawn up, which will be sent to the Commission under the Head of the Republic of Tatarstan for State Prizes of the Republic of Tatarstan in the field of science and technology.
