The Prosecutor's Office of the Kaybitsky District has obtained through the court the seizure from the owner of the cultural heritage site "Lebedev A.E.'s Bar House."

      The Prosecutor's Office of the Kaibitsky District conducted an inspection of compliance with legislation on the protection of cultural heritage sites. The reason for the supervisory activities was the condition of the historical and architectural monument - the building "Bar's House of Lebedev A.E., first half of the 19th century," located in the village of Turminskoye. During the inspection, it was established that this object is included in the state register of immovable monuments of urban planning and architecture of republican significance. Despite the special legal status of the building, the owner did not fulfill the obligations imposed on him by law for its preservation: - the building is abandoned and in a dilapidated state; - comprehensive engineering and technical work to maintain the load-bearing structures is not being carried out; - the development of a project for emergency works is not being conducted; - scientific and project documentation for carrying out repair and restoration works and adapting the object for modern use is absent. The inaction of the owner creates a real threat of loss of the object's historical appearance and physical destruction of the monument. According to the law, if the owner negligently maintains a cultural value classified as particularly valuable, which threatens to lose its significance, such value may be seized from him by court decision through state repurchase or sale at public auction. Following the results of the inspection activities, the district prosecutor's office filed a lawsuit in court for the seizure of the specified object from private ownership. The demands of the supervisory authority were fully satisfied. Currently, the court's decision has not yet entered into legal force. After the decision comes into force, measures will be taken to transfer the building to the authorized bodies for the necessary restoration works and to ensure its further preservation.
