On Monday, a bill will be submitted to the State Duma proposing to establish a minimum level of material support for pensioners based on the minimum wage rather than the subsistence minimum. The initiative belongs to the leader of the "Fair Russia" party, head of the Duma faction Sergey Mironov, reports RIA Novosti. Currently, non-working pensioners receive additional payments from the budget to reach the subsistence minimum established in their region. If the regional indicator is higher than the national average and the pensioner's income is below the regional minimum, an additional payment is assigned. As of January 1, 2026, the federal subsistence minimum for pensioners is 16,288 rubles per month. According to the bill, the regional subsistence minimum for pensioners is proposed to be replaced with a unified nationwide indicator of the minimum wage — 27,000 rubles. The explanatory note emphasizes that the measure is aimed at strengthening the principles of social justice. As Sergey Mironov explained, currently, with a pension of 15,000 rubles and a subsistence minimum of 18,000 rubles, the Social Fund assigns an additional payment of 3,000 rubles. The project aims to change the approach to calculating payments by using a single federal benchmark.
