      Option 1: Demolition of the house and removal from the register

      If the house no longer physically exists or you plan to demolish it, the procedure looks like this. First, you need to notify the local administration of your intention to demolish the building, and then — about the completion of the work. After demolition, a cadastral engineer is invited to prepare an inspection report confirming that the object no longer exists. This service is paid — starting from 4,000 rubles. Next, the owner or their representative under a notarized power of attorney submits an application for the termination of ownership rights and removal from the cadastral register. If the ownership of the house was not registered, the application is submitted by the owner of the land plot. This can be done at any MFC or through the "Gosuslugi" portal if an electronic signature is available. The application must include a passport, title documents, and the inspection report in electronic form. No fee is charged.

      Option 2: Conversion of a residential house to non-residential

      This procedure is regulated by the Government Resolution of the Russian Federation No. 47 and falls under the jurisdiction of the local administration. Valid grounds are required for conversion. The conditions must be met: no one is registered in the house, it is not under mortgage or arrest, and it meets safety requirements for new use, for example, as a store or office. You need to gather a package of documents: an application, an extract from the Unified State Register of Real Estate (EGRN), a redevelopment project if required, and a conclusion from the design organization about the technical condition of the object. Then submit the documents to the MFC or through "Gosuslugi." A decision is made within 45 days. Within three days after that, the administration issues a certificate of conversion or refusal. If the decision is positive, the information is entered into the EGRN.

      In short: if the house is destroyed and cannot be restored, it needs to be demolished and removed from the register through an inspection report. If the building is intact, but you want to use it for other purposes — for example, as a store or workshop — conversion to non-residential use through the administration will be required. In any case, do not delay solving the problem. An old, abandoned house on your plot is not only an aesthetic but also a legal headache. Property that is listed in the register but does not actually exist can create problems when selling land or processing inheritance.
