Tatarstan ranked second in the rating of innovative development of regions in the Russian Federation.
The economist explained how Tatarstan entered the top innovative regions. While Moscow and Tatarstan regularly find themselves at the top of the regions, Tomsk Oblast has entered the top three leaders for the first time in all observation periods. The region's improved positions were aided by results in the areas of "Quality of Innovation Policy," "Socio-Economic Conditions for Innovative Activities," and "Innovative Activities." The greatest growth in the ranking was shown by nine Russian regions. Irkutsk Oblast rose by 20 positions, Leningrad Oblast and the Republic of Crimea by 18, and Primorsky Krai by 17. Tyumen Oblast improved its result by 14 positions, Khabarovsk Krai and the Republic of Altai by 12, Kemerovo Oblast by 11, and Voronezh Oblast by 10. The ranking compilers noted that the growth of these regions is associated with a more active innovation policy. Six subjects improved their positions due to the development of innovative activities, five due to improved socio-economic conditions for innovations and growth in scientific and technical potential. Tatarstan's high position in the innovation development ranking of regions is related to the accumulated experience in attracting investments, the development of special economic zones, and the favorable investment climate that has formed. This opinion was expressed by Konstantin Ordov, director of the Higher School of Finance at the Plekhanov Russian University of Economics and Doctor of Economic Sciences, in a conversation with "Tatar-inform." According to the expert, the republic has been demonstrating successful work in attracting investors and creating new production capacities for many years. "Tatarstan traditionally has good experience in using special economic zones. And, apparently, the experiment related to partnership financing, the presence of a friendly investment climate based on previous years of successful investment, plays a significant role," noted Ordov. The expert also reminded about the construction of new production capacities and factories. "In this regard, Tatarstan continues to be one of the leaders in the regional investment process based on the already established positive experience," added Ordov. Ordov emphasized that today regions compete not only for attracting new investments but also for retaining already operating companies that continue to expand production. According to him, Tatarstan's strong industrial base gives the republic an additional advantage amid declining investment activity in the country. "In the future, against the backdrop of declining investment growth rates, Tatarstan will gain an additional advantage based on the investments already received," concluded the expert.
