      On July 22, 2026, the Chairperson of the Federation of Trade Unions of the Republic of Tatarstan, Elena Kuzmicheva, participated in the final session of the spring session of the twenty-second meeting of the State Council of the Republic of Tatarstan of the seventh convocation, held today in the Tatarstan parliament under the chairmanship of Marat Akhmetov.       At the meeting, the results of the parliament's work in the first half of 2026 were summarized. The information on this issue was presented by the Acting Chairman of the State Council of the Republic of Tatarstan, Marat Akhmetov. "Despite all the restrictions, Tatarstan, under the leadership of the President of the Republic, Rustam Minnikhanov, continues its confident development," emphasized Marat Akhmetov.

      He noted that during the spring session, there were 5 meetings of the State Council, where more than 110 issues were considered, and over 160 resolutions were adopted. 50 draft laws were submitted to the parliament, 39 of which became laws, including eight fundamental ones. Among the most significant, Marat Akhmetov highlighted laws on the quota of jobs for hiring participants of the special military operation, on prohibitions and restrictions on the sale of non-alcoholic tonic drinks, on regulating issues of commemorating those who died defending the Fatherland, on providing forced migrants and refugees the right to receive free legal assistance, and on exempting Heroes of Labor of the Russian Federation from paying transport tax.

      Marat Akhmetov noted that work with citizens' appeals remains under special control. "In this half-year, deputies considered 5,361 appeals related to the housing and communal services, education, healthcare, ecology, and many others," he added.

      Among the main priorities of the upcoming autumn session, Marat Akhmetov identified legislative and budgetary support for the implementation of national development goals, national projects, and republican programs, as well as the provisions of the President's Address. An important event of the upcoming period will be the elections of deputies to the State Duma of the Federal Assembly of the Russian Federation of the 9th convocation.

      Also, at the parliament meeting, a draft law on amendments to the republican law on the budget of Tatarstan for 2026 and the planned period of 2027 and 2028 was adopted in the first reading and in general. As noted by the Minister of Finance of Tatarstan, Marat Faizrakhmanov, the draft law provides for an increase in the revenue part of the budget in 2026 by 48.7 billion rubles. The additional funds received in the budget will be directed to the modernization of infrastructure and the purchase of medical equipment. The expenditure part of the budget of the Republic of Tatarstan will increase by 65.7 billion rubles.

      According to the proposed measures, the total revenue of the Tatarstan budget for 2026 will amount to 600.9 billion rubles, the total expenditure will be 631.8 billion rubles, and the deficit will be 30.9 billion rubles. The budget deficit is secured by financing sources. The parameters of the planned period remain unchanged.

      In his co-report, the Chairman of the Committee on Budget, Taxes, and Finance, Leonid Yakunin, noted that the current situation in the economy allows for forecasting budget revenues with an increase of 48 billion 675.2 million rubles.

      During the meeting, a draft law on amendments to Articles 5 and 7 of the republican law on the use of forests was adopted in the first reading and in general. The document provides for the introduction of benefits for citizens in need of special state support when concluding contracts for the sale of forest plantations for personal needs, for the construction of residential houses and outbuildings, and for the repair of residential houses and outbuildings on land designated for individual housing construction or personal subsidiary farming.

      In particular, benefits for concluding contracts for the sale of forest plantations for personal needs are provided for veterans of the Great Patriotic War, citizens with three or more children (until the oldest child reaches the age of 18 or 23 if he is studying in an educational organization that provides educational activities in full-time form, or until the oldest child, who is a disabled person from childhood, reaches the age of 23), participants of the special military operation, spouses of deceased participants of combat actions, and citizens who lost their housing due to fire or emergency situations of natural and man-made nature.

      Additionally, a draft law on amendments to the republican Code of Administrative Offenses was adopted today in the first reading and in general. The law provides for the introduction of fines for employers who do not fulfill their obligations to employ veterans of the special operation.

      Also, at the meeting of the State Council, a draft law on amendments to the Land Code of the republic was adopted. The law establishes the right of women who have raised ten or more children and have been awarded the title of "Mother-Heroine" to receive a free land plot.

      For consideration in the first reading, a draft law "On certain issues of protecting the population and territories from emergency situations of natural and man-made nature in the Republic of Tatarstan" was prepared, developed by deputies Marat Galiyev and Alexander Chubarov with the aim of improving legal regulation in the field of protecting the population and territories from emergency situations.

      During the Government Hour, parliamentarians discussed issues related to the implementation of demographic policy. The Minister of Labor, Employment, and Social Protection of the Republic of Tatarstan, Elmira Zaripova, presented a report on this issue. In particular, she extensively covered support measures for large families, low-income families, student families, as well as families raising children with developmental disabilities.

      According to her, 30.6 billion rubles are allocated in the republican budget for 2026 to support families with children. In Tatarstan, a program of one-time payments to women permanently residing in rural areas is being implemented: 50,000 rubles upon the birth of the first child if the mother is under 25 years old; 100,000 rubles upon the birth of the third child if the mother is under 29 years old. Among the 16.4 thousand women who received this payment, every fifth (18%) subsequently became a mother of many children by the age of 29.

      From this year, at the initiative of the President of the Republic of Tatarstan, Rustam Minnikhanov, the amounts of support have been increased: up to 100,000 rubles upon the birth of the first child and up to 200,000 rubles upon the birth of the third child if the mother is under 29 years old.

      As Elmira Zaripova noted, one of the measures aimed at supporting demographics is the "Bälaqäç – Baby" program, funded from the republican budget in the amount of over 715 million rubles. Every year under this program, special dairy food products are provided free of charge to 36,000 children with chronic diseases (based on medical indications) and children from low-income families during the first three years of life.

      In Tatarstan, support measures such as a subsidy of 30% of housing and communal services expenses, a monthly payment for transportation for students of general education organizations in the amount of 400 rubles, and free provision of medicines for children under 6 years old are provided to large families regardless of income. For large families, the parental fee for general developmental groups in kindergartens has been reduced by 50%.

      Since 2020, large families whose income level does not exceed the subsistence minimum have been compensated for 100% of the parental fee for kindergarten.

      As part of the National Project "Family," 60% of children aged 5 to 18 receive additional education for free. Starting in 2025, large families will receive compensation of 30% of the cost of education for children in secondary vocational education organizations. In 2026, support will be provided to 699 children from large families studying in secondary vocational education.

      According to Elmira Zaripova, this year, Tatarstan made a decision to grant large families with disabled children the right to receive support measures until the oldest disabled child reaches 23 years old, regardless of education, a one-time payment of 100,000 rubles to the family upon the simultaneous birth of three or more children, and subsequently a monthly payment for each child until 1.5 years old in the amount of the child's subsistence minimum.

      In 2025, 6 families raising 10 or more children were provided with a free bus at the expense of the republican budget. In 2026, another 5 families raising 10 or more children will receive such buses.

      As Elmira Zaripova reminded, in Tatarstan, large families with five or more children are provided with housing through certificates at the expense of the republican budget, and families with ten or more children are given priority.
