The construction of a new paper mill of the Naberezhnye Chelny cardboard and paper mill named after S. P. Titov is planned to begin in Tatarstan in the autumn of 2027. The enterprise will produce base paper from cellulose for three- and four-ply toilet paper, as reported by the Ministry of Industry and Trade of the Republic of Tatarstan on the MAX channel. The project cost will exceed 3 billion rubles. In the first quarter of 2027, the building of the repair and construction workshop will begin to be dismantled on the territory of the future enterprise. The first phase of the mill, with a capacity of 35,000 tons of paper per year, is planned to be launched in 2029. After the construction of the second phase, the total production volume will reach 70,000 tons per year. The general director of the mill, Andrey Fomichev, called the project large-scale for the enterprise. "The new paper mill will produce products that are in demand in the Russian market. According to experts' estimates, the annual growth of the production volume of sanitary and hygienic products in our country is from 4% to 10%," he said. After the launch of the mill in Tatarstan, a cluster for the production of toilet paper will be formed. It will include the capacities of all companies in the republic that produce such products.
