"Physical and Chemical Breakthrough": Schools in Tatarstan will receive grants of up to 2 million rubles
The government of Tatarstan has approved a new support measure for schools in the republic – a grant called "Physical and Chemical Breakthrough in School." The main goal of the project is to raise the level of teaching natural sciences, support talented teachers, and help schools develop extracurricular activities in these subjects. The resolution has been published on the official legal information portal of Tatarstan. The program is divided into two directions, and each school can choose only one of them:
For high student achievements. This grant is intended for schools whose students show excellent results in exams and Olympiads in physics and chemistry. The amount of the grant is 1 million rubles.
For creating a modern laboratory. These funds are allocated for the purchase of equipment, instruments, and reagents to create conditions for full-fledged scientific research in classrooms. The amount of the grant is 2 million rubles.
In total, the authorities plan to issue up to 30 grants in each category annually.
The money cannot be used for any purpose – the government has clearly defined the expenditure items.
For the first nomination (for achievements): it is allowed to pay taxes, salaries of full-time and invited teachers, business trips, and purchase necessary equipment for projects. However, no more than 20% of the total amount can be spent on equipment and inventory.
For the second nomination (laboratories): the lion's share of the funds – at least 80% – must go specifically to equipping classrooms (instruments, furniture, reagents, educational materials). The remainder can be directed to the salaries of teachers who will work in these laboratories and related taxes.
Applications can be submitted by state and municipal schools in Tatarstan. But there are strict restrictions: the school must not have any tax debts or budget fund returns. Organizations that are already receiving the "Physical and Mathematical Breakthrough in School" grant will also be excluded from participation. Additionally, the applicant must not be in the process of liquidation or bankruptcy.
The selection will take place in the format of a competition through the state system "My Subsidies." The commission will evaluate schools based on multiple criteria:
Results of the Unified State Exam (USE) and Basic State Exam (BSE): how many students passed the exams with scores of 80 and above.
Olympiads: the presence of winners and prize-winners at municipal and republican stages.
Professionalism of teachers: pedagogical experience and qualifications of staff are taken into account.
Innovations: dissemination of best practices by the school and participation in projects like "Growth Points" or "Quantoriums."
Infrastructure: availability of conditions for children with disabilities and overall safety of the building.
All documents are submitted electronically using the enhanced qualified signature of the director. Information about the start of the application process will be published by the Ministry of Education and Science of the Republic of Tatarstan on its website and on the "My Subsidies" portal.
The Ministry will monitor the use of funds. Schools are required to report quarterly on expenditures, and by December 25 of the following year, they must show the results achieved. If the grant is misused or the school fails to provide reports on time, the money will have to be returned to the budget. Unused funds by the end of the year must also be returned. The Prime Minister of Tatarstan, Alexey Pesoshin, has entrusted the regional Ministry of Education and Science with overseeing the implementation of this resolution.
