      In Tatarstan, criteria have been prepared that will determine a high level of wear, inadequate technical condition, and the absence of necessary utility networks for terraced (attached) and single-family residential houses located in areas where comprehensive residential development is planned.

      The draft resolution of the Cabinet of Ministers of the Republic of Tatarstan is currently undergoing an anti-corruption review.

      Under the new criteria, buildings constructed up to and including 1980 may be recognized as objects with a high level of wear. To confirm this status, a conclusion from a specialized organization is required indicating physical deterioration: more than 50% for wooden houses and more than 60% for buildings made of other materials.

      Inadequate technical condition will be determined by the following signs:

      • Damage to the roof, walls, or foundation that threatens collapse.

      • Deformation of load-bearing structures resulting in a reduction of their bearing capacity by more than 25%.

      • Destruction of interior walls and partitions that impedes normal use.

      • Deflection of load-bearing structures exceeding permissible values.

      The absence of engineering and technical utility systems will be established when centralized systems of water supply, sewerage, heating, and electricity are absent, as well as when there is a conclusion that the in-house engineering systems do not provide the required volumes and quality of utility services.
