Emergency warning for 22.11.2025.

      Dear citizens! The Federal State Budgetary Institution "Administration for Hydrometeorology and Environmental Monitoring of the Republic of Tatarstan" has issued: Consultation — warning regarding the intensity of meteorological phenomena from 18:00 on November 21 to 18:00 on November 22, 2025.

      On November 22 on the territory of the Republic of Tatarstan and in the city of Kazan the following are expected in places:

      - at night and in the morning — glaze/black ice; roads icy, locally severe;

      - at night and during the day — fog, strong wind 15–18 m/s.

      The Main Directorate of the Russian Ministry of Emergency Situations (EMERCOM) for the Republic of Tatarstan informs:

      In fog:

      If you are outdoors and notice the fog thickening, you should take measures so as not to lose your bearings in the forest or on a body of water. Fog poses a danger to all road users. When driving in fog by car, avoid unnecessary lane changes, overtaking, and passing. Most traffic accidents in foggy conditions involve the vehicle moving ahead. It is important to bear in mind that fog diminishes perceived distances — it is advisable to increase your usual following distance and reduce speed.

      Avoid sudden braking: if you need to stop, reduce speed smoothly. Press the brake pedal several times to signal and warn drivers of the vehicles behind you. Fatigue increases for drivers when driving in fog, so extra caution is not excessive.

      If possible, refrain from long-distance trips.

      When driving a car in poor visibility, avoid unnecessary lane changes, overtaking, and passing.

      Avoid sudden braking: if you need to stop, reduce speed smoothly. Press the brake pedal several times to signal and warn drivers of the vehicles behind you.

      If possible, avoid trips; refrain from long walks outdoors.

      Remember and follow fire safety rules:

      · Do not abuse alcoholic beverages; never smoke in bed.

      · Do not leave children unattended; teach them basic fire safety rules.

      · Never use faulty electrical wiring, do not overload the electrical network, and exercise caution when using electric heaters;

      · Do not leave electric household or gas appliances switched on and unattended.

      Drivers should be extremely attentive when on the road.

      Pedestrians should exercise increased caution when crossing highways and when near them.

      If possible, refrain from long-distance trips.

      In case of icy conditions:

      Prepare footwear with good slip resistance. Move cautiously and unhurriedly, step with your whole sole, taking into account surface irregularities. Elderly people are recommended to use a cane with a rubber tip or a special walking stick with pointed spikes. If you slip, crouch to reduce the height of a fall.

      Icy conditions pose a serious danger to all road users. Drivers should avoid sudden braking: if you need to stop, reduce speed smoothly. When braking, press the brake pedal several times to signal and warn drivers of the vehicles behind you. Pay attention to the technical condition of the vehicle, especially the braking system and the condition of the tires. All lighting equipment must be in working order. Use a high-visibility vest at stops.

      If possible, refrain from long-distance trips.

      Pedestrians are recommended to cross the street only at designated pedestrian crossings. Do not run across the road in front of moving traffic, as the braking distance of a vehicle is significantly increased due to slippery road surfaces. Move facing the flow of traffic. Use a high-visibility vest or attach reflective elements to your clothing.

      To drivers:

      1. When driving in these conditions, refrain from unnecessary lane changes, overtaking, and passing;

      2. Pay attention to the technical condition of the vehicle, especially the braking system and the condition of the tires;

      3. Avoid sudden braking; if you need to stop, reduce speed smoothly;

      4. Press the brake pedal several times to signal and warn drivers of the vehicles behind you;

      5. Ensure all lighting equipment is in working order;

      6. Travel at a speed that ensures safety in areas with heavy traffic, near schools, at intersections and bridges, as well as on curves and descents.

      Pedestrians are recommended to:

      1. Be extremely attentive when crossing streets and roads;

      2. Cross the street only at designated pedestrian crossings, keeping in mind that due to limited visibility and slippery road surfaces drivers need more time to stop their vehicles;

      3. Use, if possible, only overpasses or underpasses to cross the roadway;

      4. Do not run across the road in front of moving traffic;

      5. Move only facing the traffic flow;

      6. Use a high-visibility vest or attach reflective elements to your clothing.

      In case of strengthened wind:

      1. We recommend limiting going outside and staying indoors. It is important not to leave children unattended.

      2. If strong wind catches you outdoors, we recommend sheltering in underground passages or building entrances. Do not shelter from strong wind near building walls, as roofing materials such as slate and other roofing elements may fall from roofs. This also applies to public transport stops and unfinished buildings.

      3. Stay away from advertising boards, signs, and power lines while on the street.

      4. Do not stay near large trees, and do not park vehicles near them — branches torn off by the wind can be very dangerous.

      5. It is deadly dangerous during strong winds to stand under power lines or approach downed power cables.

      6. Broken window glass falling from upper floors, as well as roofing elements and plaster decorations torn off by the wind, can pose a danger. This threat increases near buildings under construction or repair.

      7. All windows of buildings must be tightly closed; remove from balconies and loggias items that could fall outside.

      8. Stay as far away from windows as possible when indoors.
