      For an unreadable license plate the driver faces a fine of 500 rubles. Liability for such a violation is provided for by Article 12.2 of the Code of Administrative Offences of the Russian Federation, Tatar‑inform was told by Petr Shkumatov, head of the People's Front working group "Protection of motorists."

      "For driving a vehicle with registration plates whose identification cannot be determined, the sanctions vary depending on the situation. For unreadable plates a warning or a fine of 500 rubles is provided. If, however, one letter or digit on the plate has been deliberately erased, the driver will be fined 5,000 rubles or have their driver's license suspended for 1–3 months," the auto lawyer said.

      Note that a plate is considered unreadable if it is impossible to read at least one letter or digit of the plate from a distance of 20 meters.
