      At a meeting of the Expert Council under the Commissioner for Human Rights in Tatarstan, the issues of protecting the rights of persons without a fixed place of residence were discussed. The event was attended by the republic’s Minister of Justice, Rustem Zagidullin.

      According to the organization "Priyut Cheloveka" ("Human Shelter"), there are between 2,500 and 2,700 homeless people in Kazan alone, about 80% of whom are men. Reports about those in need come through various channels, including the "GLONASS+112" system, and each case is handled in cooperation with the relevant agencies.

      Particular attention was paid to the activities of "work houses." This year the prosecutor’s office and the Ministry of Internal Affairs have already conducted inspections of such institutions. Participants of the meeting emphasized the need to ensure transparency of their operations, to improve legal regulation, and to strengthen control.

      Experts agreed that an integrated approach and interagency cooperation are required for the effective protection of the rights of the homeless.
