      The meteorologist notes that in the Volga region the particularly high temperatures threaten a number of negative and adverse meteorological conditions. Thus, wet snow and black ice are expected in Sverdlovsk, Chelyabinsk and Tyumen regions, he emphasizes.

      Temperatures in the Northwestern and Central federal districts will also exceed the norm by 4–8 degrees. “Warm weather in the European part of Russia is caused by the transport of air masses from the Atlantic and from the Mediterranean Sea, which is why such high temperatures are being recorded for late November,” Vilfand says.

      December, he says, will also be warm across the central European part of Russia. “In other words, a winter as such, with temperatures below zero and a stable snow cover in the center of European Russia, is not in sight,” the meteorologist concludes.

      Earlier, climate professor Yuri Perevedentsev said that the arrival of winter and snow in Kazan is being seriously delayed because warm southern flows are being observed across the entire country. Citing data from the Hydrometcenter of the Republic of Tatarstan, the expert noted that in winter, except for December, cold months should not be expected.
