Minnihanov to the heads of districts about personal income tax: "Do you understand that it will be difficult to get out later?"

      In the first quarter of 2026, the consolidated budget of Tatarstan received 147.4 billion rubles, which is 22.2% of the total annual plan. This was announced today by the head of the republic, Rustam Minnikhanov, at a meeting of the financial and treasury authorities of Tatarstan on the results of the first three months of 2026. "The own revenues amounted to 135.4 billion rubles. The decrease in own revenue compared to last year was 4.7 billion rubles. The situation is complicated and tense. The main reason is a decrease in profit tax payments by 13.6 billion rubles compared to the first quarter of last year," noted Minnikhanov. He instructed to analyze the current situation with the tax authorities and relevant ministries, as well as to assist Tatarstan enterprises in obtaining support measures from federal structures. "The picture is not very encouraging. But the main task is to preserve our enterprises, jobs, and find markets for our products," added the head of Tatarstan. Minnikhanov stated that one of the main reserves for replenishing the budget is the reduction of tax arrears. At the beginning of April, it amounted to 14.7 billion rubles. He instructed to continue working on its reduction. At the same time, he reminded that, at the instruction of the President of the country, Vladimir Putin, a mechanism for writing off debts on budget loans has been established. The released funds will be directed to the modernization of communal infrastructure. "This is important support. We are writing off debts and investing in the demanded infrastructure, communal infrastructure. This issue should be under special control," said the head of Tatarstan.

      Tax revenues decreased by 15%.

      Tax officials collected 335 billion rubles in Tatarstan in the first quarter, which is 15% less than a year earlier, reported the head of the Federal Tax Service for Tatarstan, Marat Safiullin. "The dynamics in the past quarter were influenced by factors such as falling oil prices, increased commercial expenses, and consequently, rising losses and declining profits, a decrease in the volume of products sold by defense enterprises fulfilling state defense orders, and other reasons," said Safiullin. At the same time, 36% of the collected funds went to the consolidated budget of Tatarstan, while the remaining 64% or 214 billion rubles were sent to the federal treasury.

      Profit tax revenues for the specified period decreased by 24% and amounted to 42 billion rubles. By sector, the largest decline occurred in the extraction of mineral resources – by 7.4 billion rubles, in construction – by more than 5 billion, in manufacturing industries – by 4 billion, including the production of chemicals – by 2.6 billion rubles. "Despite the decline in revenues in the first quarter, the budget allocations for profit tax for the current year, according to our calculations, should be fulfilled in full," added Safiullin.

      Conversely, personal income tax revenues grew by 15% compared to the first three months of 2025 and reached 44 billion rubles. "At the same time, the legalization of envelope salary payments and income of individuals received from undeclared entrepreneurial activities is one of the most important components in the fight against tax evasion. Therefore, we are actively working not only to encourage employers to submit or clarify tax reporting but also to identify individuals' incomes," added the head of the Federal Tax Service for Tatarstan.

      Expenditures amounted to 114 billion rubles.

      As noted by the Minister of Finance of Tatarstan, Marat Faizrakhmanov, personal income tax revenues are growing in all municipalities except for the Muslyumovsky district. At the same time, in 27 districts, the debt for this tax has increased. "It is necessary to strengthen the work of interdepartmental commissions on tax collection and ensure the fulfillment of planned personal income tax volumes," he emphasized. Faizrakhmanov also reported that the expenditures of the consolidated budget of the Republic of Tatarstan amounted to 114 billion rubles. "The budgetary funds at the beginning of the year and revenues in the first quarter allowed for the full and timely payment of salaries with accruals and to finance a sufficient volume of capital expenditures of budgets at all levels," the minister reported. He separately focused on national projects, the total financing volume of which in 2026 amounts to 53.8 billion rubles. Of these, 28.8 billion rubles are from the federal budget and 25 billion from the republican budget. "The implementation of national projects needs to be given close attention. According to information for the first quarter, 9.3 billion rubles have been mastered. Republican ministries and departmental participants in the organization of national projects need to ensure timely and effective conduct of activities and financing of all areas of national projects," said Faizrakhmanov.

      "Every month we will gather and take measures for stabilization."

      Summarizing, Rustam Minnikhanov drew attention to key issues that affect budget revenues. He named the main topic as profit tax revenues, primarily from large enterprises, which have significantly decreased. The head of Tatarstan instructed to continuously monitor the situation at enterprises and analyze their business plans. "Every month we will gather and take measures for stabilization. To ensure that our enterprises do not go bankrupt and that large companies do not resort to layoffs, we need to carefully monitor where there are threats and make prompt decisions," he stated. Transitioning to personal income tax, Rustam Minnikhanov noted that revenues are growing, but in 27 municipalities (as mentioned by Faizrakhmanov), there are reserves for increasing collections.

      "We went through the nineties when enterprises paid salaries but did not pay personal income tax. This scheme leads to difficulties for the budget. The largest debts are in Kazan (285 million rubles), Naberezhnye Chelny (44 million), and in the Laishevsky, Tukayevsky, and Bugulminsky districts. Do you understand that it will be difficult to recover later?" he addressed the district administrations.

      "Emergency situations negatively affect our work."

      Speaking about expenditures, Minnikhanov noted that they amounted to 16.2% of the annual plan. "Then we start to catch up on expenditures. Expenditures should be even. Emergency situations negatively affect our work," emphasized the head of Tatarstan. "For now, we are holding on, but to avoid cutting expenditures in all areas, we need to systematize our work. There are reserves, and there are opportunities. We need to work with enterprises: find markets, help them preserve jobs, and ensure orders so that they continue to operate," concluded Rustam Minnikhanov.
