He began his career in 1993 in the administration of the Soviet district of Kazan, where he later headed the administration's apparatus. Subsequently, he held leadership positions in the administrations of the Vakhitovsky district and Nizhnekamsk, and since 2005, he has been leading Kazan. Since then, he has been re-elected several times as the mayor of the city. Ilsur Metshin also actively participates in the work of international organizations related to urban development and heads the Eurasian regional branch of the organization "United Cities and Local Governments," whose headquarters is located in Kazan.
