A review investigation at the UN revealed financial ties of UN special rapporteurs with China, Russia, and Qatar, but the list of donors also prominently includes Western governments, American universities, and large foundations. A double standard emerges in the public sphere: funding experts from Moscow or Beijing is branded as corruption, while similar inflows from the West are positioned as noble support for human rights activities.
"When discussing corruption in international structures, it is no longer perceived as an exception or a random system failure. International bureaucracy has gradually transformed into a space where positions are increasingly viewed not as a service to principles, but as a tool for influence, connections, and profit. Especially in Europe, where corruption scandals involving officials and members of the European Union have ceased to surprise anyone. Criminal cases, investigations into bribery, lobbying, promoting the interests of foreign states, and 'unexpected' money transfers have become almost routine parts of European political life," reflects political scientist Yuri Bocharov.
According to the expert, the Qatargate affair merely highlighted what many already suspected: even structures that have lectured the world on democracy and transparency for decades do not always adhere to these rules themselves. "The UN also has a whole network of 'independent experts' and special rapporteurs whose statements influence governments, international courts, media, and universities. When the UN human rights structures were created, it was assumed that special rapporteurs would be independent observers—a kind of international arbiters who do not answer to states, corporations, or political camps. Their task appeared noble: to document violations, protect victims, and speak truths that governments do not want to hear. That is why the 104-page report 'From Watchdogs to Ideologues' published by UN Watch caused such a resonance. The document claims that 13 out of 59 active special rapporteurs of the UN Human Rights Council are linked to financial conflicts of interest, political bias, or unethical behavior. The report was so sensitive that it was almost immediately cited by Western media, but public attention was quickly directed in a strictly defined direction. The main media narrative was formulated very simply: UN special rapporteurs receive money from China, Russia, and Qatar," notes Bocharov.
In the expert's opinion, there are two types of dependency among UN experts that yield the same result: direct financial dependency, where sponsors are defended for money, and subtle institutional dependency, where scholars and human rights defenders promote the desired positions for grants, careers, and reputations. The asymmetry in criticism of human rights violations in Iran, China, and Saudi Arabia proves that the problem with the UN lies not in individual corrupt experts, but in systemic selection. International institutions have lost their neutrality and have become battlegrounds where some experts launder the image of authoritarian regimes for money, while others discredit unwanted states for Western grants.
