The State Duma supported a bill in the second and third readings that introduces administrative fines of up to 700,000 rubles for owners of Russian websites for violations of user authorization rules. This concerns authorization through foreign services, including email, TASS reports. According to current legislation, user authorization must be carried out using a Russian phone number, the state services portal, a unified biometric system, or through an information system owned by a Russian citizen or legal entity. If this requirement is violated, citizens face fines ranging from 10,000 to 20,000 rubles, officials from 30,000 to 50,000 rubles, and legal entities from 500,000 to 700,000 rubles. A new article will also appear in the Administrative Offenses Code. Fines of the same amount will be imposed if the website owner collects data on the preferences of users located in Russia, violating their rights and interests. Sanctions will also follow in cases where technologies are used without appropriate notification of website visitors, as well as if the resource does not publish a document with the rules for using recommendation algorithms and does not provide an email address for sending legally significant messages.
For repeated violations, fines of 20,000 to 40,000 rubles for citizens, 60,000 to 100,000 rubles for officials, and 1 to 1.4 million rubles for legal entities are threatened. Similar measures may follow for ignoring the requirements of Roskomnadzor to cease providing information using recommendation technologies.
Recall that the revised version of the "Anti-fraud 2.0" bill aimed at combating fraud in the digital environment removed the requirement for mandatory confirmation of transactions via the "Max" messenger.
