How do people find out about this?
The signal is given in various ways to reach everyone:
- electric sirens sound with a voice message (the signal is repeated several times over about three minutes);
- TV and radio channels are temporarily replaced with an emergency message;
- push notifications come through the Russian Ministry of Emergency Situations app or SMS;
- messages are duplicated in official channels, regional public pages;
- notifications are made through street loudspeakers.
What happens next?
When the regime is introduced, emergency services switch to increased readiness. Sometimes this leads to practical measures: for example, airports may temporarily suspend operations (the "Carpet" plan is introduced). The regime remains in effect until the command "All Clear" is received.
What to do in such a situation?
The main task is to quickly find a safe place and follow the authorities' instructions. Basic rules:
If you are in a building:
- go down to the basement, the ground floor, or the parking lot (do not use the elevator). If you cannot go down, move away from windows, take cover in a room without windows (bathroom, hallway) between load-bearing walls. Turn off gas and electrical appliances, take documents, water, and phone. Stay in place until the "All Clear" signal.
If you are outside:
- do not stay in open areas. Take cover in the nearest building, underground passage, or parking lot. If there is no shelter, lie on the ground in a low area or ravine, cover your head with your hands.
If you are in transport:
- get out and take cover in the nearest safe place. If there is no shelter, hide behind trees or in a ravine.
What not to do:
- do not film the operation of air defense systems and do not pick up debris.
The main thing at such a moment is not to panic but to clearly follow the instructions broadcast by official channels.
