The Sixth Cassation Court of General Jurisdiction upheld the guilty verdict against the former head of the Tukayevsky district, Fail Kamaev. Kamaev himself did not participate in the proceedings; his interests were represented by lawyer Evgeny Kotov. In addition to the defense, the cassation appeal was also submitted by the Deputy Prosecutor of Tatarstan, Zafar Mahmudov. They requested to change the sentence to a suspended term according to Article 73 of the Criminal Code of the Russian Federation. "The imposed sentence is excessively harsh," the complaint states. Lawyer Kotov also requested to replace the confiscation of property—two plots of land—with monetary confiscation. Prosecutor Gerasimov, who participated in the process, opposed the satisfaction of the cassation complaint. He believes that there are no grounds for the cancellation or modification of the verdict. "By now, considering the time served under arrest and house arrest, Kamaev has served just under half of his prison sentence, which will soon allow him to apply for parole, indicating that there are no grounds to consider the punishment 'excessively harsh'," the prosecutor said. The court also canceled the decision concerning the confiscation of the plots of land obtained as a result of the crime, sending the case for new judicial consideration. On November 17, 2025, the Naberezhnye Chelny City Court sentenced the former head of the Tukayevsky district, Kamaev, to 4 years of imprisonment in a strict regime colony and a fine of 6 million rubles, although the prosecutor—considering that the former official entered into a pre-trial agreement and fulfilled it—requested to punish the defendant with a suspended sentence. However, the court deemed that Kamaev's rehabilitation was impossible without isolation from society. Recall that Kamaev was detained by operatives of the economic police of Tatarstan on April 18, 2024. According to the investigation, he received a bribe in building materials worth 1.3 million rubles from an entrepreneur. But in June 2024, four more episodes of bribery amounting to 7 million rubles appeared in Kamaev's case. All episodes are related to the construction of the official's house in the village of Novom. According to the investigation, the head allegedly received bribes in the form of land plots and building materials in 2022-2023.
Initially, Kamaev was in a pre-trial detention center, but after several months of investigation, he fully admitted his guilt regarding the charges against him. At that time, the court released him under house arrest. Kamaev also entered into a pre-trial agreement and testified against the former head of the Aktanysh district, Engel Fattakhov, who is currently in a pre-trial detention center.
