The Rosreestr of Tatarstan explained how to submit documents for real estate registration using biometrics.

      Starting from July 1, 2026, amendments to the legislation (Federal Law No. 133-FZ dated June 7, 2025) came into effect, allowing citizens to use the Unified Biometric System (UBS) when submitting documents for the registration of real estate in electronic form. Now, the identity of participants in the registration of housing rights can be confirmed using unique personal data—facial recognition and voice, which makes the execution of contracts (purchase and sale, mortgage, rental) safer and faster.

      As explained by the Rosreestr of Tatarstan, previously, for electronic transactions with real estate, the right holder had to enter a special note in the Unified State Register of Real Estate (EGRN) about the possibility of registering ownership based on electronic documents. Law No. 133-FZ allows electronic documents to be submitted for registration without such a note, provided that the transaction documents are signed with a qualified electronic signature (QES), and the identity of the right holder is confirmed through the UBS GIS.

      "The implementation of biometric technologies in the process of registering real estate transactions is another step towards a safer and more convenient way of providing state services by Rosreestr. The use of unique personal data will significantly enhance the protection of property rights for our citizens and simplify the process of executing remote transactions. This is not only an innovation but also an important step towards the digitalization and modernization of our registration system," noted Lilia Burganova, Deputy Head of Rosreestr Tatarstan.

      What is the Unified Biometric System (UBS)?

      The UBS is a state information system "Unified System for the Identification and Authentication of Individuals Using Biometric Personal Data" (hereinafter referred to as UBS GIS).

      It contains biometric personal data of individuals that allow for the identification and authentication of a person. Identification is the determination of an individual's identity, while authentication is the verification of the user's authenticity.

      The possibility of using biometrics in real estate transactions is being implemented by Rosreestr in collaboration with the Ministry of Digital Development of Russia.

      Algorithm of actions for registering rights using biometrics

      STEP 1. Register confirmed biometrics

      • Choose a bank branch on the UBS website, on the State Services portal, or on the Bank of Russia website;

      • Visit the branch during working hours. You must have your passport and SNILS with you. You should also have a confirmed account on the State Services portal;

      • An employee will take your photo, record your voice, and request all necessary information;

      • During registration, you will be asked to sign a consent for the processing of biometric personal data.

      The status of biometrics is usually updated in the system within a few hours, in rare cases—up to 5 calendar days.

      Important! Please note that only confirmed biometrics are required to carry out legally significant actions.

      STEP 2. Use the real estate acquisition service on the State Services portal

      Biometrics can be used when making transactions for the purchase and sale of apartments within the service on the State Services portal (https://www.gosuslugi.ru/landing/realestates_acquisition). All parties to the transaction—individuals—must have confirmed biometrics.

      If legal entities are involved in the transaction, biometrics will not be required.

      STEP 3. Complete a survey about the transaction conditions and confirm your identity using biometrics

      You will need to undergo a facial recognition check so that the system can compare the obtained image with the data in the UBS.

      Important! For this, your computer must be equipped with a webcam.

      STEP 4. Prepare the purchase and sale agreement in electronic form, attach all necessary documents

      STEP 5. Sign the applications with QES and send the package for registration to Rosreestr

      STEP 6. Receive an extract from the EGRN

      After the registration actions are completed, an extract from the EGRN confirming ownership will be sent to your personal account on the State Services portal.

      4. How to check the validity period of biometrics?

      The validity period of confirmed biometrics is 5 years, and QES is 12 months.

      You can check the status of biometrics and its validity period:

      • In your personal account on the State Services portal;

      • In your personal account on the UBS portal;

      • In the "State Services Biometrics" application.

      5. How will the security of transactions conducted using biometrics be ensured?

      Biometrics is stored in encrypted form separately from other personal data and does not leave the protected perimeter of the state system.

      Biometrics will be used in addition to QES. The combination of these two factors will provide the maximum level of protection for citizens when conducting transactions electronically.

      It is also important to remember the basic rules to protect your personal data and real estate from fraudsters:

      • Do not share personal data and account information on the State Services portal, as well as the content of SMS notifications received from the State Services portal and banks;

      • Submit an application to enter a record in the EGRN about the impossibility of registration without the personal participation of the right holder;

      • Do not disclose information about your real estate and documents to third parties;

      • Regularly change the password to your personal account on the State Services portal;

      • Do not click on suspicious links.
