How the shortage of plots for large families turns into a surplus
Today, the Prosecutor's Office of Tatarstan held an on-site meeting regarding the provision of 400 land plots to large families in Kazan. They were transferred under a settlement agreement between the Executive Committee of Kazan and the ASG group of companies following a lawsuit by the Prosecutor of Tatarstan, Albert Sujargulov. Recall that in May of last year, the Prosecutor's Office of Tatarstan, the Kazan Executive Committee, and the ASG group of companies reached a settlement agreement in a land dispute in the Arbitration Court. The Prosecutor's Office demanded to recognize the sale of 65 plots by the municipality as illegal and to recover about 380 million rubles from the owner, Alexey Semin. Their total value was estimated at over 1 billion rubles. Later, an expert assessment concluded that these lands were worth not 1.1 billion rubles, but only 200 million. This was the main complaint against ASG. As a result, ASG and the Kazan Executive Committee agreed to transfer 400 plots to the city's ownership, with a total value of over 1.5 billion rubles. Representatives from ministries, the ASG group of companies, and Deputy Prosecutor of Tatarstan Vladimir Posokhov gathered today to discuss the future of the upcoming settlement. "The Prosecutor's Office continues to implement a whole range of measures to provide land plots to large families. This is one of the most significant support measures. Today's on-site meeting was to 'test the technologies' for providing land plots with the necessary infrastructure. We have reached an agreement with ASG to transfer about 10,000 land plots, which covers the entire green belt around Kazan," he said. The transfer of plots will solve an urgent problem, namely – completely eliminate the shortage of land plots for large families. Today, over 18,000 large families are registered as entitled to receive a land plot. 11,000 of them have already chosen land plots, leaving 7,213 families still needing plots. However, from this number, it is necessary to subtract another 2,100 families that are already preparing to receive plots. As a result, Kazan still lacks about 5,000 plots for large families. This shortage should be more than covered by the 10,000 plots that the ASG group of companies will transfer. Thus, the problem of shortage will be resolved, plus a reserve will be created for the future. "We will permanently close the issue of shortage, the most important thing is that we will hand over plots with full infrastructure, with the possibility of connecting gas and energy supply. We will minimize bureaucratic issues as much as possible, so all government bodies are gathered here," added Vladimir Posokhov.
"Since the first provision of plots for large families here, their value has increased tenfold"
The first 400 land plots will initially be transferred to municipal ownership by ASG, and then they will be distributed among large families according to priority. At the time of transfer, the plots will already be ready for construction – fully equipped with access roads and technical possibilities for connection to electricity and gas supply networks, including taking into account gasification programs and preferential tariffs. "For our company, this is not the first experience; more than ten years ago, we already transferred land plots, providing 1,800 families with land plots. At that time, it was not such a developed area. Today, the Kaimary cluster is a sufficiently developed and recognizable area, very in demand. We are simultaneously implementing our commercial projects for individual residential construction here. Since the first provision of plots for large families here until now, their value has increased tenfold," said Rinat Aisov, director of territory development for the ASG group of companies. He noted that if these plots were resold, they would cost from 3.5 to 4 million rubles. The future settlement will consist of 800 plots: half will go to large families, and half will be sold. Reserved spaces for a kindergarten, school, and clinic are planned within the settlement. While the first houses are being built, it will not be profitable for businesses, according to Rinat Aisov. "But we have developed the infrastructure nearby for many years, so there are shops and everything else. As the settlement itself develops, the infrastructure will grow. We have not yet started selling commercial plots; we are currently building roads and infrastructure for large families. But even now, we are receiving calls asking how to buy a plot. People want to live here: nature and picturesque landscapes," he shared. The settlement will undergo greening. According to Rinat Aisov, it will be a completely comfortable environment for all residents. Rinat Aisov noted that the nearest school is currently a ten-minute drive away – in a neighboring settlement. Nearby, cafes, shops, and car washes are already available.
First infrastructure – then issuance of plots to families
To date, changes have been made to the General Plan, the procedure for amending the Land Use and Development Rules is being completed, and the planning and surveying project for the new settlement area is being approved. Resolutions approving the projects will be received in July. JSC "Network Company" will be responsible for connecting to electricity networks, and LLC "Gazprom Transgaz Kazan" is designing the gas pipeline loop, which will allow gas to be brought to the borders of each plot within the framework of the federal social gasification project. At the same time, roads within the future settlement are being built, hydrogeological surveys and the design of water intake wells have been completed, and an entrance stele has been installed. "For about two years, we have been very closely engaged in selecting land plots here. We select them together with our development institute. We are guided by certain urban planning criteria. We try to ensure that these land plots are not located in enclaves but are adjacent to the territory of a particular settlement. So that there is some basic social infrastructure," said Vladimir Kudryashov, Deputy Minister of Construction, Architecture, and Housing and Communal Services of Tatarstan.
He noted that for building houses, it is very important to have a road with a solid surface nearby. "We also look at the geological condition of the soil, the availability of engineering infrastructure, and many other aspects for selecting plots. We have analyzed all this – about 7,000 land plots have been worked out to some extent. But everything will be revealed when we start direct work, developing planning projects already on these territories," he summarized.
