A wide range of political parties is participating in the elections, and competition at different levels remains substantive—from a noticeable number of candidates in single-member districts for the State Duma elections to comparable competition for mandates in elections to the representative bodies of administrative centers. For Tatarstan, where federal-level elections are taking place, additional elections to the State Council of Tatarstan, and elections for deputies of representative bodies of municipal formations, such a saturation of the electoral field means an increased burden on commissions and party structures. According to the Central Election Commission of Tatarstan, Kakokho said, 33 candidates have been registered for the State Duma elections in six single-member districts of Tatarstan—more than five per district, which corresponds to the all-Russian level of competition. In the additional elections for a deputy of the State Council for the Vysokogorsky District No. 50, three candidates have been registered, including one self-nominee, and in the municipal by-elections in 40 districts—501 candidates. "From a legal point of view, such numbers are important not in themselves, but as an indicator: where competition is real, not declarative, election commissions have a higher burden in checking documents, and accordingly, the significance of complying with all procedural requirements at the nomination stage is higher," Kakokho said. Legal expert in electoral law and member of the Public Chamber's Commission on Legal Issues and Public Oversight, Rafael Fakhrutdinov, explained that the nomination and registration stage has generally proceeded in an organized manner, indicating a high quality of document preparation. For Tatarstan, where elections are held at several levels, the discipline of party structures is especially important, as it reduces the risk of prolonged electoral disputes. "The report also highlights the case with the 'Apple' party: the refusal to register a number of lists in St. Petersburg, Karelia, and Petrozavodsk was not related to political motives, but to a specific legal defect—the powers of financial representatives did not empower them to sign the first financial report. This is confirmed by court decisions, including the annulment by the Supreme Court of the Republic of Karelia of the corresponding decision of the republic's CEC on formal grounds. Such examples are important precisely because they show that the decisions of election commissions and courts are made based on the substance of the submitted documents, not arbitrarily, and any attempts to present such refusals as politically motivated are not supported by the materials of the case," Fakhrutdinov said. According to him, the development of this story only confirms this conclusion: on August 10, the Supreme Court decided to remove the 'Apple' party from participating in the elections, and as a result, 10 political parties will participate in the campaign instead of the initially announced 11—their order on the ballot was determined by a draw. Alexey Kiselev, a member of the Commission on Legal Issues and Public Oversight of the Public Chamber of Tatarstan, noted that the overwhelming majority of parties successfully passed the stages of certification and registration of lists and candidates. Isolated cases of refusals had specific procedural grounds and were not related to arbitrary decisions of the commissions. A number of such decisions were subsequently confirmed in court, indicating a functioning mechanism for protecting the rights of election participants. "That is why it is important that individual procedural refusals do not become a reason for attempts to question the legitimacy of the electoral process as a whole. Practice shows that each disputed situation is resolved on the merits—through commissions or through the courts, and not through public speculation. This is especially significant for regions with a saturated electoral agenda, such as Tatarstan, where several levels of elections are at stake and there is high involvement from both parties and voters," Kiselev said.
