A registry of the burials of the victims of the genocide of the Soviet people will be created in Tatarstan.
The procedure for searching, accounting, burying, and re-burying the remains of the victims of the genocide of the Soviet people during the Great Patriotic War is planned to be established in Tatarstan. The relevant draft order has been prepared by the Ministry of Culture of the Republic, and it is currently undergoing anti-corruption expertise. The regional operator for commemorating the victims of genocide is proposed to be the State Budgetary Institution of the Republic of Tatarstan "Editing 'Book of Memory'." The institution will maintain a registry of burials in Tatarstan, collect and store their passports, acts, and photographs, as well as transfer information to the national operator – the National Center for Historical Memory under the President of Russia. The "Book of Memory" will also participate in compiling named lists of victims and establishing their names, including through archival documents and their digitization. The institution will prepare the Book of Memory and other publications dedicated to the victims of genocide.
In addition, the regional operator will be able to participate in surveying sites where unburied remains or unknown burials are found, and in mourning ceremonies during burial and re-burial. Documents and personal belongings found during search operations will be temporarily stored by the operator until they are transferred to relatives, and if they cannot be identified – to museums. A separate procedure defines actions upon the discovery of human remains or unknown burials. The owner of the land plot or the person who discovers remains on someone else's territory must report this to the internal affairs authorities or local government within three working days.
If there are grounds to believe that the find is the remains of victims of the genocide of the Soviet people, the municipality must notify the national operator and the Cabinet of Ministers of Tatarstan within three working days. The national operator will establish the affiliation of the remains after verifying the information. Anthropologists, archaeologists, and forensic specialists may be involved in surveying the discovery site if necessary.
After confirming the origin of the remains, construction, earthworks, roadworks, and other activities that could lead to their damage or displacement will be prohibited on the site. If the land belongs to a citizen or legal entity, the restriction will remain in effect until the burial or re-burial is completed, but initially for no more than three months. In complex conditions, the Cabinet of Tatarstan may extend this period for a maximum of three more months.
The decision on the burial of unburied remains or the relocation of a burial will be made by the Cabinet of Ministers of Tatarstan. If remains are found on a plot belonging to a citizen or organization, the decision on relocation and subsequent re-burial must be made no later than ten working days after receiving the relevant notification. All activities related to burial or re-burial must be completed no later than six months from the date the Cabinet receives information about the discovery of the remains.
Burials may be conducted on the territory of existing burials or on specially designated land plots. Municipalities are recommended to create a reserve of such territories. When selecting land, sanitary requirements, natural conditions, urban planning restrictions, the availability of access roads, and accessibility must be taken into account. Land plots included in such a reserve cannot be used for other purposes until they are officially excluded from it. Municipalities are also advised to maintain a registry of reserve areas and annually provide information about them to the regional operator by March 1.
Burial and re-burial of remains are expected to be conducted with a mourning ceremony. Relatives of the deceased, if they can be identified, representatives of the authorities of Tatarstan, municipalities, the regional operator, and public organizations will be able to participate in it. A memorial sign must be installed at each burial site.
The burials themselves must be registered with the state within six months after the completion of the work. A passport will be created for each burial, which will include information on the condition of the burial and details about the memorial sign. Information designations with the name, a brief historical note, information about the number of buried individuals, if such information is available, and a QR code leading to information resources about the victims of genocide must also appear at burial sites.
Municipalities are recommended to inspect the condition of such burials at least twice a year – by April 19, the Day of Remembrance of the genocide of the Soviet people by the Nazis and their accomplices during the Great Patriotic War, and by May 9. Additional inspections are provided for after natural and man-made emergencies.
Local authorities must monitor the cleaning of territories, removal of garbage and vegetation, the condition of fences, gravestones, and memorial signs, as well as ensure access to the burials. Landscaping may include repairing access roads and pedestrian paths, lighting, installing stands and signs, greening, and creating areas for commemorative events.
Conducting search operations to find the remains of genocide victims or excavating burials independently will be prohibited. Searches may be conducted by authorized public and public-state organizations.
Before starting work, the search organization must prepare a plan and notify the Ministry of Culture of Tatarstan no later than ten working days in advance. The document must specify the territory and duration of the search, the composition of participants and the leader, as well as provide information about their training and available equipment.
Upon discovering an unknown burial or unburied remains, searchers must stop work at that site, ensure its preservation, and report the find to the authorized authorities. It is also prohibited to independently extract, move, or neutralize discovered explosive objects.
Documents and personal belongings found along with the remains are planned to be returned to the relatives of the deceased. The regional operator will search for them using information from government authorities, libraries, archives, and scientific organizations. If kinship is confirmed, the documents and property will be transferred to the applicant free of charge. If relatives cannot be identified, the findings will be permanently stored in museums.
In Tatarstan, forms of commemorating the memory of genocide victims will also be defined. Among them are the search and preservation of the names of the deceased, burial and re-burial of remains, landscaping of burial sites, installation of memorials and commemorative signs, creation of museums and exhibitions, conducting scientific research, publishing books and publications, creating works of art and literature, as well as including relevant materials in educational programs.
